Following a review of the best available science, the U.S. Fish and Wildlife Service is proposing to list the sickle darter, a small slender-bodied fish native to the upper Tennessee River, as threatened under the Endangered Species Act (ESA). The Service is also proposing a 4(d) rule, which tailors protections while allowing certain activities that do not hinder its recovery.   These sediments accumulate in drainage basins and along coastlines of continents, where they are deposited. Rivers tend to move sediments also horizontally across a drainage basin as they cut into one side of the river bank, and redeposit sediments on the opposite side on the point bar, but slightly more downstream. For the Cumberland River and Tennessee River Basins this point is the confluence of the Cumberland River or Tennessee River, respectively, with the Ohio River. For the Conasauga River basin it is the confluence of the Conasauga River with the Oostanaula River. For the Barren River basin it is the confluence of the Barren River with the Green River.

In the Upper Tennessee River Basin, forests cover more than 67 percent of the Upper Tennessee River Basin, which encompasses the entire drainage area of the Tennessee River and its tributaries upstream from the USGS gaging station at Chattanooga, Tennessee, and five National Forests (Jefferson, Pisgah, Cherokee, Nantahala, and Chattahoochee National Forests), which wholly or . state line (fig. 1, p. 8). The basin drainage area is mi2 (1, km2) at the mouth where New River joins Clear Fork River.
